I beleive her legs aren't actually amputated for the impact absorbers, but are rather part of her boots. Unless there's something I don't know about the cosplayer.

Emi's legs are amputated below her knees, and the Long Fall Boots somewhat resemble the prostheses she wears when running. That's the joke.
