It seems like he's being more upfront with her.

I doubt it, but it would be cool if the story progressed like it seemed to be doing

Actually, since the series started with the girl being left to mind the store alone, that blue shirt guy may be the actual owner/manager of the store.

But, well, we have to wait for translations to really know.

Oh Cyborg, if only you weren't too shy and awkward to really put a move on her.

My guess on what's going on here: Cyborg gets upset over seeing the Girl all bruised, so he anonymously donates some kind of protective work suit. D'aaaw. He's really sweet, in a very passive aggressive stalker kind of way.

"Passive Agressive" means making snide comments and insults without being direct about them.

He's more just in between the cute/harmless/shy stalker and obsessive/creepy/dangerous stalker, with his massive size and chosen profession making a notable tilt in perception, deserved or not, toward the latter.

And it doesn't help that the girl is somewhat naive, bordering on oblivious.

I think he bought her a suit of military grade armor. He is apparently a rich mercenary.

I'm surprised they make armour that small. Could be custom made, which would make it even more incredible.

    So... Aggressively passive then?

"Aggressively passive" is actually quite fitting, and humorous - I like it.

Anyway, it does make me wonder what he does to make that money. The guy selling goods there said that he lives in a part of town where only the destitute and those who make their money from killing would live, so it's basically impossible for him not to be raking in blood money.

I'm reminded of what they say about the land lord that scams and gouges his tenants, then goes to church and acts the saint while listening to sermons about how we are judged by how we help the poor and donates to charity, and says that his day job is "just business". They manage to somehow lie to themselves that their two lives are totally divorced from one another so that they can sleep at night not having to justify what they do to afford that fancy bed they sleep on.

I expect a sympathetic "I'm trying to get out of the business" if the artist doesn't just continue to gloss over the details, but suspect glossing over the details is probably the way things will go, just because it plays the irony up. The response would likely be "it's supposed to be funny, [we] are thinking too hard about it."

It's possible he's NOT a baby killing mercenary...

He plans to place them near the shop so he can control them remotely in an emergency.

And thus, the stalking officially begins.

Is it that grand? So you're old enough to receive an overly-fancy dress from a male now, huh, Io...

I like how quickly the chief figured out what's really going on, even if Io is still completely oblivious.

    -come...
You seem to have been beaten up quite harshly.
I can see that you're hurt. Who did this to you? Do you remember his face?
Did you get a close medical examination for those wounds?
    Huh!?
With that on, you'll be fine even under a hail of arrows.
    Wel-
    R-Right, I got hurt a little...
Chief! I received an outfit as a gift! And it's such an outfit that I don't even know how to wear it!
What's the deal with your injuries?
Did you perhaps lose your consciousness after the beating or did you perhaps find your clothes torn up when you regained your consciousness?
    Hmm. Grand, indeed.
It's not a dress, but an over-all for work.
I thought my heart was about to burst...
Is it that grand? So you're old enough to receive an overly-fancy dress from a male now, huh, Io...
Hey, Nakano. Your company deals in robots, too, correct? Bring me a few of those right now.
*He plans to place them near the shop so he can control them remotely in an emergency.
No, it was because of my carelessness! The goods in our warehouse collapsed down on me, so...
