He has no breasts. He was told "I want proof that you're a boy." This is his personal method of proving to others that he's a boy. The background is at school. (It's a somewhat unique school.)

So, in other words: If I try to measure his penis, I can't know its location and if I know its location, I can't measure it, to prove its existence? There is no gender, only interaction. Is that what you're trying to say?
Ok I've thought about it... and I'm ok with this now. I can happily masturbate to it. Why you ask? He might be a boy, but he's not a freaking fat plumber or muscle-jar head.
That and, I personally like boyish tomboy girls alot too... I'm not sure what it is, just... when they don't act like they're expected to it gets me goin.

That's Heisenberg's uncertainty principle. Think more wave function collapse, e.g. Schrodinger's cat with a skirt and a set of genitals instead of a box and a cat.

Oh I get it! As long as the skirt is there, you have no way to determine (visually! No cheating!) whether the genitals are there or not, so they are both existing and nonexisting at the same time!
Technically, this applies to ANYONE wearing a skirt. Now that's a scary thought!
... How much does a transgender operation cost, anyway?
Where I live, the sex reassignment procedure cost 19,000 $ plus 7,000 $ for breast implants. Don't forget to add the hormonal therapy and electrolysis. Also facial surgeries if needed. Personally, I can't afford that as a college student. Real life is pretty cruel.
