I guess the Eiki panel is not meant as a warning towards cheating, rather a reminder of how Sakuyas ability works for some reader who might have already forgotten. Its not like she will do anything anymore in this story. Otherwise not reacting to the moria brass knuckle nonesense last fight would be silly.

"There's no way any human can X" said by some figurehead, only for the author's Mary Sue of a character to do that very thing, either once, or spammed multiple times. Then, inevitably, someone, or multiple people, will proclaim how awesome that character is and how they can't possibly be human anymore.
I hypothesize that Satori might tell Tenshi and Okuu how Sakuya's ability works in order to give them a head up since they aren't the sharpest team in the tournament. If everything H&S throw at Sakuya gets negated then she might see it as leveling the playing field by interfering somewhat.
In other news, I love the panels in this one. In the top one we have chipper, ring tugging Suika, in the third we have fanservice Sakuya, and at the bottom we have bright eyed Tenshi and Okuu.

It makes no difference at this point. Tenshi and Okuu have gained so many levels before the match that it doesn't matter HOW fast Sakuya can stop time.
Well, it's pretty obvious that without said 'cheat', Sakuya would just be your average human.
Heck, Sanae (and she's a living god already on top of being human) and Reimu felt the need to use an overbuff power too. Marisa's team also had to compensate somehow with whatever they had.
Wrestling with stronger species requires something to even the playing field!
Question is: can she time things well when nigh-drunk?
What I would consider a cheat is how Yukari helped her train as I don't think management is supposed to pick favorites. Not sure if something similar happened in Nikuman or not.
On the matter of species, I'm under the impression that it was a case of escalation caused by various factors, the biggest is some of the physically strongest residents decided to take part, effectively destroying what balance there is. (Ran/Chen and Marisa/Nitori were woefully unprepared for this)

You mean the Drunken Fist. Alcohol can actually dull the body's self preservation mechanisims to the point where it allows about ~80% Muscle Cap compared to the usual 50%. If it's become Muscle Memory, then she's home free, if it takes mental action on the other hand... she better start praying.
Ran/Chen were unprepared as they were first. Had they gone later, Yukari would have had an idea of just how much the (especially Chen) needed training. Or support so they could use their talent without distraction. They needed a second on the outside.
Marisa/Nitori was crazy prepared for the fight. It was just a matter of scale since it was 75% Scarlet and Reimu's powers seem entirely unfair even with all the tricks in the book thrown at her and Remi. The closest thing to a fair fight was Remi verses Yuyuko/Reisen/Youmi with Reimu chained up. Marisa had no chance, because even her plan to knock Reimu off balance failed because Reimu used show of force and faked madness to get Marisa to stop. It also showed that Reimu's so overpowered that if she went out of control...even in the barrier, she'd do more damage that the oni and Flan.
