The Rose of Versailles and Barefoot Gen are both classic manga titles from the 70s. Showing her age, perhaps? That's the only thing I can think of off the top of my head.
I think the joke is more that having any manga at all in a school library is ludicrous, and Meiling's suggestion is meant to show her naivete, lack of knowledge, or whatever, but then Remilia goes and allows her favorite mangas instead.

Pretty sure many libraries these days do have (admittedly small) manga and comic book sections, though that may be an American convention and not too common in Japan.
