Guy is called Kumagawa Misogi and he actually wouldn't do such a thing... that way. Instead, he would make some rude comment with a bright smile, get himself crushed and then he would turn everything Yuuka does to him back to zero while making Yuuka become more and more enervated...
And forget power level discussions! In Medaka Box every character is as strong as the author want her or him to be! We talk about some manga where...

It's like the characters are trading roles, what with Yuuka playing the victim and Kumagawa being aggressive. Also, Kumagawa would never be bold enough to approach someone like that. Sure, he has a tendency to harass females, but in his mind he has already been rejected.

Yuuka being more submissive behind closed doors (or when intimacy comes into play, whichever comes first) isn't that uncommon even within Touhou fanon.

And the hell you can't compare apples and oranges. The touhou series is directly based off of real world myth, religion, culture and history. This puts it on much higher priority for "power level comparing" than any comic-book fantasy power-base. Yuuka or any other touhou girl would trump every character in that guy's series intrinsically by default.
As such, this picture and comic are debase fan-spank on par with a 13 year old's mary sue self-insert fanfictions, which coincidentally is the actual plot to this spank-rag.

Hate to feed the beast, but you're a little off there. Being based on "real" legends means nothing in a power-level debate (watches Marvel comics Thor get stomped by Superman in the Avengers/JLA crossover; watches Image comics version of Thor get stomped by Supreme; etc.). Being based on fiction written centuries ago in no way, shape or form grants one more legitimacy in a power-level debate than someone who was created recently by a comic book writer (in fact, its a common trope of modern-day comic books to make a character look more powerful by having them beat some legendary villain, beast or hero). Never mind that Yuuka isn't based on any specific myth or legend, and that power-levels are always ridiculously ambiguous with Touhou characters. To this day we have no idea just what Yuuka is actually capable of or even if her PC-98 feats are still viable for debates (Zun never references the PC-98 days in his current stuff).
Also, while its (probably) true Yuuka would stomp Kumagawa as much as she likes from now until the end of time (debatable given he can instantly undo all damage done to him, including an auto-rez; and has a power that lets him reduce all of your physical abilities to his level, including canceling out your special powers, so that the battle comes down to a slug-fest won by whomever wants it most) there are at least two different Medaka Box characters that would walk all over her. Iihiko and Ajimu (the girl in the background) would ROLF-stomp Yuuka. Ajimu has over a trillion different super-powers, including one that resurrects her and multiple one-hit kill powers, and she's supposedly existed since the dawn of humanity. Iihiko can one-shot Ajimu with a rubber-band (yes, really, he did that) and his power makes it so even she can't restore herself (his power is that all damage he inflicts is permanent unless he is defeated and even defeating him won't undo a death he's caused unless we see Ajimu making an appearance in the last chapter of Medaka Box).
All that said, I am in agreement with you that this is disappointing. I prefer Mattari's strong, occasionally heroic Yuuka to this (though, ironically enough, Mattari's high-schooler Yuuka is probably weak enough that Kumagawa could defeat her), and Kumagawa himself is not a rapist (even he has depths he won't sink too) but its hentai and that's what happens in hentai... Mattari probably decided his regular stuff just wasn't paying the bills...
Edit: Having finally seen the doujin in question, the "real" Yuuka wasn't even beaten. Kumagawa somehow inserted himself into a hentai doujin/manga with one of Ajimu's trillion-plus super powers.

First Yuuka's power is the growth and manipulation of flowers. Second Touhou characters are not portrayed by strength, because if they were then it would be Dragonball Z with an all girl cast. Third you would get fan rage because of a power levels arguement. Lastly Touhou characters are portrayed by how dangerous to humans they are , but that is completely pointless in the time frame that Touhou currently is placed since now it is about the pretty lightshow display made into a game.
