The outfits are clearly Heartcatch inspired with a few character-specific touches. I wasn't sure if the pokemon being styled like that season's fairies merited any sort of specific tag, so I just used 'creature' and went on. If there's something more suited, feel free to add it.
The flower spreading throughout Nimbasa! (A play on Cure Blossom's introductory line...I think that's how it's usually translated, yeah? I haven't watched much Heartcatch yet.)
I'm not savvy enough to exactly translate the commentary, but the gist of it seems to be that the idea came as a result of something the artist's roommate said. From left to right, there's Cure Sanguinea, Cure Geranium, and Cure Chamomile!
This wasn't provided by the artist, but because I was curious, here's some description about why the names were presumably chosen: Sanguinea for Iris likely in reference the Japanese Iris sanguinea, also known as the Blood Iris. Geranium for Skyla in reference to the genus' name (derived from 'crane') and some species bird-like look. Chamomile for Elesa is, as best I can guess, playing off Kami-tsure.
