This is a good point though. I personally think the wiki is wrong in that regard and the rule of what is considered a questionable image below takes precedence:
Rating:Questionable: For images that may contain some non-explicit nudity or sexual content, but that aren't quite pornographic.
Even if an image contains sexually suggestive acts, as long as said image contains no nudity whatsoever I think it should be rated safe.
Just because you're describing what she's doing doesn't mean there isn't anything implied. Her paw pose + open mouth is very suggestive in my eye.
Well it's not, we have a tag for fellatio_gesture and this doesn't even come close. There's nothing questionable about this image by the site's standards.

It depends on how "explicit" the suggestive act is. Someone fellating a hotdog, or other phallic object, is way more sexually suggestive than someone just waving their fist back and forth. And certainly on a level far above someone whose hand is near their face with their tongue out.

Indeed the gesture is not the same as the tagged fellatio gesture. I still see a fellatio gesture, but I get why you don't.

I think that when it says "non-explicit nudity or sexual content", "Sexually suggestive acts" fall under "non-explicit sexual content". But I get that "Sexually suggestive acts" are hard to define (I see one when blindVigil doesn't)
