I dunno, artists like mikage sekizai post #645622, ao usagi post #727297, and hyudora post #1361419 seem to pull off the huge tit Reimu quite nicely.

Reimu looks good with any breast size, also at least the fanon draws her with different cup sizes unlike most touhous the fanon draws.

The same thing could be said for sakuya. During the early days, she was depicted of being flat chested, and scrawny, but later on we start seeing pictures with her with a noticeable bust size, and bustier body proportions. This might be due to the fact that the whole sakuya wears pads thing was getting old, and annoying,
