She is a tsukomigami of a taiko drum that was born due to the events of Double Dealing Character that went to get her and other tsukomigami independence from the cause of those events. The way she got independence was by also possessing an electric drum kit form the outside world.

So Double Dealing Character's Extra boss is just a tsukomigami in a tuxedo? That's... Well, the clothes are good, but the backstory is a bit disappointing. I know I'll get downvoted for this, but we had a nue, an eternal girl that cannot die even if you kill her, a tanuki from Sado, one of Gensokyo's creator's servant, and now it's just a newborn tsukomigami. I admit it raises an interesting question (namely how tsukomigami are able to possess modern devices), but still, compared to other extra bosses, as Cyrano de Bergerac said : "Ah, no, young man, that is not enough!"

She explains a little before and more in detail, depending if you brought or left your weapon, after you defeat her on how she did it. The events of DDC explain reason as to why it is a newly born tsukomigami along with why it is a seemingly weak youkai.

Her profile proves you wrong. Yatsuhashi, Benben, and Raiko was born at around the same time. Raiko who was treated well as an instrument took joy in being used and found something wrong in her line of thinking and so sought independence from the source of power that gave birth to her in the first place. When that source waned at the start of the extra stage many tsukomigami sought how to find a way to live without that source since they would have reverted to mere tools after the source left. Raiko found that way and became a tsukomigami of not just one but two tools making her probably one of the strongest tsukomigami.

Criteria for the final boss is to be the cause of the incident. Criteria for the extra boss is something that causes the playable characters to return to the place where the incident was caused. Take for instance Patchouli made it rain only around the SDM in order to prevent Flandre from leaving, the border between the realm of the dead and Gensoukyo has thinned and so the attempt to meet with Yukari, or Kaguya propose a test of courage in the Bamboo Forest of the Lost, etc. This is really no different.

Yeah it just so happens that the faintly related person that usually the extra boss isn't stupidly powerful, possibly intentional considering what happened with more 'traditional' extra bosses.

The way I read her extra dialogue is that she became a Youkai of Drum Music and channels the passion of every drummer in the outside world. I imagine being the youkai of all drums elevates her above merely being a Tsukumogami of a drum set. It may also be why she's stronger than the tsukumo sisters, Drums are played globally and have a much broader playerbase than kotos or biwas.

That's certainly one way to put it but her profile mixed with the dialogue makes you think that isn't the case and is channeling all the owners and makers of the drums that she possesses. It also implies that her body is not the drums themselves and so can go into any drum that she pleases.
