Not really, in fact nearly all ship girls will reach full stats even before reaching level 99(even without taking modernization into account).
But if we do take Modernization into account, My Mutsu-kai reached max stats at around level 40. That's essentially 59 levels of not really gaining anything other than accuracy. Ofcourse in my example, Mutsu can't get more luck. Most destroyers and other ships can get increased luck so some Maru farming is in order.

Those are for the modernization stats. There's still some other stats growing as the girls reach their level caps like anti-submarine (対潜) or agility (回避).
