Not necessarily, I mean, Inazuma is also a Special Type (i.e., Fubuki-class) destroyer - and a more advanced model than Ushio, to boot. Ushio's Special Type II (Ayanami-subclass), Inazuma's Special Type III (Akatsuki-subclass).

The special type doesn't just apply to the Fubuki class, they were just the first of the special types. Prior to the introduction of the Fubuki class and the subsequent destroyer arms race Japanese destroyers were much more lightly built and not really suitable as long distance ocean going vessels, nor were they really useful as front line combatants having open gun mounts which were often unpowered. Then came Fubuki with fully enclosed, splinter and gas proof powered turrets, an operational radius of 9300km compared to the preceeding Mutsuki class maximum of 5700km at the same speed while mounting six 12.7cm guns and 3x3 torpedo mounts vs the Mutstuki's four 12cm guns and only 2x3 torpedo mounts while still clocking in at 118m long and displacing 1750 tons which is 16m longer than the Mutsuki class and 415 tons greater displacement. All destroyer classes after the Fubuki in the IJN were also called 'special types' because of they were all improvements over what came before. That and Japanese is reaaaaaaaaaaaally bad at being objectively descriptive.
