Reading that article, in the real world that body of the water is the graveyard of Akatsuki, Ayanami, Fubuki, Furutaka, Hiei, Kirishima, Makigumo, Yuudachi, and several other ships not on Danbooru's page for Kancolle, including two other combat vessels (Takanami and Teruzuki).
Clearing with zero losses, when the real world claimed a total of ten (though not all in one engagement) - impressive indeed, Admiral Hyouju Issei.
If the kanmusu pictured here were his actual fleet on that playthrough, I personally imagine Kirishima especially being quietly elated here, feeling as if she evaded the cold hand of fate...

What's listed is his resources expended, not what he had at the end. He didn't use any bauxite, presumably because he didn't bother with a support fleet.
I'm not sure he was exceptionally lucky, though. I managed to get through E4 in half the time, expending something like 9k oil, 7k ammo, 9k steel, 100 buckets and 2 or 3 damage control. I didn't lose anyone, either.
On the other hand, I've seen people post about doing it in 3 hours using 3~4k oil/ammo/steel. Now *that* is lucky!
