Just to clarify, "black" Admirals often abuse certain strategies to gain certain advantages, usually for powerleveling/farming purposes. The running joke is that doing this runs the shipgirls ragged and doesn't give them any time to rest.
"White" admirals, on the other hand, treat the shipgirls with utmost care (as if they were real people) while typically throwing min/maxing to the wayside.
To me, the only way for the Admiral to gain Taihou is by building it while there are no other "under-construction" in the other docks. It also works if the Admiral has more than 2 docks. Since this happen to me when I tried to construct Taihou while there is another dock under construction... Guess what I get?
