I would consider it a compliment if someone who doesn't know me in person finds me attractive and important enough to devote time to draw images of me when I am not even working in an industry where my physical appearance matters(not a celeb of any sort).
Until the vulgar images starts to pop up, of course.

It depends on how you view anime and Japan, I guess. If you understand that anime is just an art style Japanese artists are prone to doing, then it would still be flattering because the fact stands that these skilled people admire you, even if for your appearance. It's much more innocent than the thousands of comments on Youtube and other sites that doesn't shy away from saying "I'd do her" without even batting an eyebrow.
But if she's one of those closed-minded gaijins who think all animes are ridden with pornography and violence, then sure, she could interpret this as being unbearably creepy.
She was interviewed about that recently - see this video (Russian, no subtitles) around 1:30. She seems quite surprised about all the attention, and says she wants to be judged by her actions as a prosecutor, first and foremost. She makes it sound way too adorable, though :3
