I seem to recall reading something on Danbooru about how Shimakaze's name was written "backwards" on the Minekaze-class vessel because Japanese was left-to-right back then. There's a picture right there on the wiki page, but I don't know moonrunes and they don't seem to compare directly.

They are written R-L in that picture, it's just that it's in katakana instead of hiragana.
The kana on the carrier kanmusu's flight decks are in katakana as well - I'm sure someone more well-versed in IJN stuff would know, but I have no clue why.
Probably the same as alphabet using country uses capital block letter to fill form, to avoid misreading.
The straighter katakana characters for ア (Akagi), カ (Kaga), ヒ (Hiryuu), ソ (Souryuu), ス (Zuikaku) and シ (Shoukaku) are far easier to read from the airplanes trying to land on their base ship rather than the more rounded hiragana form (あ, か, ひ, そ, す, し). If there's ambiguous katanaka, it's only シ, ツ and ソ (Shi, Tsu, So)
Though it doesn't stop their bomber trying to land on American ship during the Battle of Coral Sea.
Kanji are of course, out of the question.
