As Kagerou is a hereditary werewolf, we see her full transformation during spellcard activation. Her profile only indicates that she can transform into a wolf on the night of a full moon, but does not state that she can not semi-transform, such as the protagonist encounters her, under other conditions, or whether she can achieve a fully human form.

Akyuu's description for lycantropes suggests that they can look like humans and be indistinguishable from humans when they look like that but, as with many entries, her notes are not always the definitive word and may even be tailored to maintain heightened caution. Hereditary lycantropes without a complete human form may be possible. It would help explain why the profile only says she lives quietly in the Bamboo Forest of the Lost, a somewhat dangerous place for humans, despite the long days between Full Moons where she should be able to live in the Human Village without problem.
