They aren't. It's sort of a spoiler for the first season of Rozen Maiden.

I don't know who made this image, but it seems to be based of this page (chapter 8, page 2) from the series "Kairakuten Nene" by Naruko Hanaharu. The original character is called Kudou Kiriko. As Naruko (aka Naruco) is partially the artist, I'll tag that.
