Is this Minami Haruka?

It looks like her uniform but I didn't see anything on the artist's side to indicate it was.

But does he ever indicate who the character is? From what I remember the text accompanying his pics are just general blog stuff.

On the other hand I found that 恋空 (Koizora / Sky of Love) was a movie that came out a month ago, maybe this is supposed to be a character from it.

Haruka's character design includes a piece of hair across the middle of her forehead. Probably isn't her, but who knows.
