Actually Kaga was intended to be scrapped but because of the 1923 Great Kanto Earthquake which damaged Amagi beyond repair, she served as a replacement for Amagi (this also explains that the Akagi and the Kaga were different class of aircraft carriers and Kaga's initial faulty design which turned her into a Yakitori Grilling Machine).
