An image doesn't necessarily need to have anything to do with anime. It's typically understood currently that if it's subjectively good, it will be accepted if a) it's of Japanese subject matter or influence or b) if it's by a Japanese artist. Calling Danbooru strictly an anime art gallery in the guidelines is just an easier way to quantify its intent.
There are some exceptions, however. Non-Japanese artists drawing something western in a western style can and do get in. The only real prerequisite there is simply if something is good. It's just not typically done because it would muddy the waters and cause Danbooru to stray from its intended use.
