It's rope. Way back in Strip #83, Akyuu tied up her osa-yuku counterpart out of annoyance. The ropes do absolutely nothing to constrain Osakyuu, but it leaves them on anyway, allowing itself to be bound (or appear bound) as an odd form of courtesy.

That and OsaAkyuu does look to like Akyuu her(?)self
