I checked wiki, but couldn't come up with a reason for the burn mark. Is there one?

That's no accident. This is a reprise from a panel in Yotsubato where the Ayase sisters are introduced.

Probably during the Battle of Cape Esperance, her Type-93 torpedoes ignited from the previous gunfire and started a heavy fire on her, the fire drawn more attention from enemy ships, they fed more shells at her and she sunk afterwards.

Still have no idea about her searchlight though, probably during one of her modification if I would make a rough guess.

She used it to lure out enemy fire to save Aoba. Which also explains their pairing

Fandom interpretation error. There's a shadow falling across her eye in the original character art; lots of people took it for a burn scar (the Prince Zuko look). It's not there in her Mark II artwork.
