Actually, if we look at the ahoge strip Tenryuu clearly has hers back. I think this is a separate modernization.

Maybe the ahoge strip is set before the previous strip where Tenryuu is complaining. It would be strange to have Admiral comment on it as fact if it is actually a separate modernization that's setting up for a joke later.

More likely, the author had Inazuma steal Tenryuu's breasts, revert back to normal for the ahoge strip, but then realise he (she?) wanted to continue the gag.

It's true Inazuma, but they lack Plasma mode and only you can look at the Commander like they are trash when they mess up.
