Because the Japanese thought it would be AWESOME to turn an obsolete battleship into a seaplane bomber carrier/battleship hybrid that sucked at both roles and never got a chance to actually use said seaplane bombers because they didn't have enough experienced (or even half trained) aircrews left after Midway and the Mariana's Turkey Shoot.

Which in turn makes it funny that Fusou is always talking about not wanting to lose to Ise and Hyuuga.

Ugh, those two were even more obsolete than Hyuuga and Ise. They were WW1 relics left over from the dreadnought arms race. They performed well enough during the Russia-Japan war, but compared to 'modern' battleships they were slow, undergunned and lacked anything approaching adequate AA defences. That said, the Japanese fleet lacked a decent light AA gun anyways because the army and the navy didn't co-operate in weapons development (lol at the army and the navy using the same 30cal machine gun but couldn't share it because they both used slightly different ammunition).

Hyuuga and Ise are supposed to be Fusou #3 and #4
But the ship designers learned more, add revision, and came out with a whole new class.

In a way, Hyuuga and Ise are Fusou's little sisters. I guess they're just happy of not being part of the Fukou Sisters

What about 'Granny' Kongou and her fellow battlecruiser fast battleship sisters? They were also WW I relics from the dreadnought arms race, right? (Heck, Kongou probably is the oldest kanmusu.)

The Kongou-class arguably had the most radical remodels out of all the IJN ships in service in WW II. They were already like, Kai Ni before WW II started.

The Koungou-class battlecruisers were the first Japanese vessels to undergone extensive reconstruction, the first modernization was after the Washington Naval Treaty on 1921-1922, this prevented countries to build stronger battleships, after the reconstruction the Kongou-class were reclassified as battleships, then the second modernization was during the initial outbreak of Second Sino-Japanese war on 1935 (Haruna was on 1933, while minor skirmishes happened on 1931 onwards), which reclassified them into fast battleships.

Then if it wasn't for the Washington Naval Treaty, the Tosa-class battleships and the Amagi-class battlecruiser could have existed and we won't have Akagi and Kaga as carriers.
