No they don't. Both those guys always did this kind of stuff, it just wasn't being posted here until now.
There's plenty of guys that don't make touhou hentai that have been in the fandom for years. Not everyone is as selfish and disrespectful as these guys.
Technically, I seem to recall that ZUN isn't a fan of all the Touhou porn, he's just aware that it's gonna happen and that cracking down would alienate too many of the fans.

Oh please, every manga-ka knows there is hentai of their characters at Comike. That is something you just must live with. It's too late to call it "Disrespectful" now.

Alienation isn't the problem. The hentai crowd is only about 10% of the fandom. He's never commented too much about so we can only guess. The only things he's said is he thinks the doujin community being full of hentai is sad and not to go commerical or international with it because he doesn't want touhou to be known as a hentai series.
I'm guessing he doesn't directly wag a finger at it because that'd get people to make even more hentai just to spite him. The internet is full of trolls like that.
