So, I'm not sure how this works. Is there a system in place for reporting or banning a user? Because this guy has been doing nothing but uploading his own shitty fanart, which gets deleted 100% of the time.

As it gets deleted their ability to upload it decreases. No real reason to ban them unless they start trying to get around the system or start harassing people. If you don't want to see it for the three days it's around, blacklist "user:chokkas"
