If I remember Japanese folklore correctly, tsurube-otoshi (which Kisume is) canonically live in trees and tackle passer-bys with their buckets. She probably had fallen off some tree.
Kisume has been appearing in random buckets/holes throughout the series, she is currently in a well, she was most likely hiding inside the bucket tied to the wooden crank and the bad storm probably broke the wooden construction causing her to fall into the well.
