That's also what I thought. Anyone who has a little sister, or a younger cousin who acts like a little sister, would know that if attention-deprived, will start throwing a hissy fit.
Technically, only two of them are being aggro, here...

6th Des Div get treated as little sisters/daughters of the Admiral more often than they get treated as wives or girlfriends. Not by much, granted, and they're the most frequent targets of aging up, but far more than any other set of shipgirls, they get the little sister label on them. (Helps that Akatsuki is the most blatantly childish, and Ikazuchi is basically the definition of the personality of a little sister who acts like she's your mom.)

Inazuma being the shy imouto and Hibiki being the introvert type.
Ikazuchi usually gets the "unrequited love" route the most which makes her the saddest for me. Usually she's competing with Kongou or Tenryuu and such.
