Yup, you are right. The "c" takes what we call a "cédille", so it becomes "ç".

You're right, but I'd like to point out that even tough that it is faulty, most francophone people will write upper case words without accent or cedilla, especially on computers. (French keyboards are not designed to write in proper French)

There are some fringe cases where French teachers will tell their students the accents and cedillas are to be dropped when writing in upper case, even while hand writing, and lessen grades accordingly when the “rule” is not followed. (those are an incompetent bunch, and I'm glad I haven't had any of those as a teacher, even tough some friends of mine were not that lucky)

I live in Canada and my primary language is French. We use QWERTY keyboard as opposed to the AZERTY keyboard in France. The French canadian QWERTY keyboard as all the accents, cedilla, and other special characters on it. Personally, in school I had to put accents and cedillas when required, even for upper case letters.

Yep, my bad for the typical French from France bias. (I personally use another keyboard layout, the bépo)
