Well, does it really fit Danbooru? It's just Mercenary Katarina art with slightly modified face, shortened hair and a ribbon added... And the way the hair got shortened, just look at that blot.

The face outside the eyes/lips/nose lacks shading entirely. It's 2D with a raisin for a nose, and the lips almost look like they were cut out of a fashion magazine or something.

After some checking it seems all this "artist" does is stealing and shopping the work of others...

Not even cut out of something, it's just painted over. This is hillarious.

Is there a way to blacklist these kinds of artists, so people don't mistakenly upload this guy's work or others like this?

No, but I always inform the original artists if possible, this tends to get rid of the plagiator accounts really fast.
