I'd say because the premise of Digimon actually wasn't to "catch'em all". And only having 1 Digimon each definitely felt like each pair had more intimacy than the pokemon ones did.

Remember, Digimon isn't a pokemon clone, it's a Tomagotchi clone.
I can safely say, that the Digimon anime is better than the Pokemon anime. It just has better writing, better plot, more 3-dimensional characters, some very somber moments, and some continuity. Also, there were some very dark themes in the anime, which was unheard of in most children's media back then. This series defintely broke boundaries over here, and I think that Namco Bandai completely fucked it, from reaching the same status as Pokemon, becasue of thier xenophobia. I wish that the Digimon games were exclusive only to playstation, so that the vita can stand a ghosts chance of competeing with the 3DS. Also, there should be some sort of Anniversary OVA with the first Digimon anime.

They were both made by bandai. So it's a spinoff if anything.
I doubt that Namco Bandai would do anything, to make at least a reboot of the franchise, to market to new audiences. Especially when the Vita could sure use some great games out there. I would like to see a Digimon, adventure type game, where you only get on unique Digimon, and battle enemies, mega man battle network style, and defeat bad guys, with the same type of plot premises in the anime.
