Pics like this always make me think how Tenryuu is one of the most popular shipgirls out there and has been around since the beginning, and yet all agree that her abilities in-game are sub-par, even if you have the willingness to use her anyway. It's rather sad, actually. She's damn badass in artwork.
I wonder if they'll ever give her a Kai-ni to make her into a viable ship for late-game, say with a special sword weapon that makes her hit stupidly hard and fast.

Tenryuu Kai Ni would be great. Light Cruisers are a bit weak in general for lategame barring a very small handful.

That's because she's the most obsolete ship of World War 2 that is actually in the game. She's only younger than the Kongou-class, and they were heavily remodeled (although as several commenters would attest, not nearly enough) to make them from battlecruisers to "light battleships".
Her real-life capabilities were never much more than the destroyers she was meant to escort, even before the revolutionary, heavier Fubuki-class came out. In fact, in spite of being called a light cruiser, she hardly has more displacement than some of the later destroyers in the war, like Shimakaze.
Her actual in-war use was... escorting destroyers on expeditions.
Ultimately, being the cheap ship that escorts destroyers IS her perfect role. Tenryuu daycare is just fine as-is. Kai-ni raises deployment costs, and her ONE specialty is being inexpensive to operate so she's a great destroyer escort.
According to Wikipedia, there were plans to convert the Tenryuu-class light cruisers into dual-purpose cruisers for AA and ASW, equipping them with eight 127mm dual-purpose guns, eight 25mm anti-aircraft guns, and four depth-charge launchers with 36 depth charges. The plans were approved for fiscal 1937 but the plans were cancelled due to the overloading capacity of the docks, the plan was floated again but it was eventually cancelled to give way for the construction of Akizuki-class destroyers.
So I suspect that Tenryuu and Tatsuta's K-2 upgrades will have better stats for AA and ASW. I know the plans were not implemented historically but Kiso's CLT form wasn't actually implemented historically either. Maybe Tenryuu or Tatsuta will be the first CLAA in Kancolle.

Fair enough, but nothing stops an admiral from having two Tenryuus if a Kai-ni happened. One for daycare, one Kai-ni to wreak havoc. I guess I'm just partial to the girl.
