Bismarck's bubble in the first panel says 'Le francais' I think. It's definitely 'Le'. Which is not really German. I'd say the lack of proper noun capitalisation also outs it as non-German, but you can't expect someone who doesn't know German to get that right.

Well, we can only guess. But unless it's French using machine translation, some word doesn't match exactly. For the second bubble, I can't read the beginning but the end looks like it's "faut/fut sacré"
