If you are someone from 'THIS' side of the world (IRL), then her argument is valid: each more Admiral created will mean more KanMusu born, as well as Abysmal Fleet as enemies that must be present for grinding (and befriended). If the number of Abysmals are stagnant they're going to be extinct long before someone can marry her KanMusu...or Abysmals.

If you go by that logic, I think she should go kill the top dog, the ones who "made" the admiral, instead of just killing one admiral. If he die, the top is just going to replace him with some other "admiral", and the cycle will begin again.

That's what she's going to do. 4 pages after this one she said 'trying to kill hoping for something to change', if there's no change she'll probably aim for someone higher in the rank. Also assuming she's talking meta, only Admirals has the power to move KanMusus to battle Abysals, not the Generals or else, for that point.
