Have you actually bothered reading Ritsu’s wiki article? It’s explained there:

Despite appearing to have breasts, Ritsu is indeed an otoko no ko. His 'breasts' are actually missiles that were built into his torso explaining his weight.

The wiki also mentions that Ritsu is a joke character, so nothing – including the breasts – makes sense.
