Were you thinking of Blade Runner, though? There's what appears to be greenery in the foreground, so that wouldn't match the film's visual theme.

There's a bit of road/flyover to bottom right that looks like the Hanshin Expressway Kyoto Route (Kamogawa / Kamitoba exits) but I don't think this is really intended to match up with reality.
