It took me a while to get this, but this skit is based upon the event where Hoppo drops presents if you attack her in the game. It's just that in this "peaceful" version of KanColle, the presents come from the Admiral, and they're not using live ordinance on the poor girl.
EDIT: Seriously, Nenohi? You appear with "What day is today?" Why not just make your flashy appearance line "Prepare for trouble!" while you're at it? It'd be a less obvious failure flag.
