Something tells me that the Admiral actually does odd jobs and all his alternative work place addresses are in Takao's address book just in case she needs to contact the Admiral due to emergencies.

Except that he was there at the exact time Akebono went there. Either it's a huge coincidence she went when he was working, or he went when she left.... just like when she grabbed his taxi.

I think it's all planned.
Here's how I think he achieves the taxi and shop trolls. Usually, Akebono only goes to these places when she's on leave. Admiral thus schedules his leaves to coincide with her leaves and does part time jobs then. He then schedule taxis for mornings (because she has to take the taxi in the mornings or else she would never make it to her destination and back in time), cake shops in the afternoons (or some other shop, depending on what he thinks Akebono is thinking) and taxi, again, for evenings. Or the in-base pub.
As for how he picks his workplaces, one, he understands Akebono's tastes and preferences. He then narrows it all down to the ones she is embarrassed of. Next, well, Akebono doesn't know where to go for these things by herself, she's probably informed of it by the other ship girls. The source of the information was Takao or the Admiral. So Akebono goes to these shops, not suspecting a thing, and finds the Admiral behind the counter.
This way he covers all his bases and Akebono will stumble into him and freak out.
That would require not only otherworldly amounts of planning, but also an absolute obsession with Akebono to the exclusion of anything else he might be doing. (Basically, he might as well just shoot her with a tracking dart and watch her by GPS, it'd be easier and ring slightly less of creepy stalker.)
I think it's safer to take an out-of-story reasoning that shut up and accept it as being an obscenely contrived string of coincidences. (And that Akebono just plain didn't pay attention to the third number in the notebook when she opened it.)

My personal theory is that he's like the Agents from The Matrix. He doesn't work in the pastry shop, he just possessed the guy who does work there when Akebono walked in, and so forth.
This idea may have been pitched before, but maybe Admiral Shiro is like Nurse Joy and Officer Jenny in Pokémon, except the brothers aren’t all admirals. And Admiral Shiro himself has informed all his brothers about Akebono.
