I can make out ??型ミサイル発射装置 (??-type missile launcher), but those first two are just too tiny and blurry for me to be sure. The Japanese wiki says the Flaylock launches "無誘導ミサイル" ("unguided missiles"), but that doesn't include the 型 kanji, and the third kanji here doesn't look like 導, so that's probably not what's printed here.

Ok, I figered out it's probably "掲帯型", so "掲帯型ミサイル発射装置" "portable missile launcher"?

Well done. I just couldn't get a clear enough look at those first two to be sure.

The odd thing however is that in Dust 514 there is already a portable missile launcher in the form of Swarm Launchers. Flaylock Pistols are sidearms that happen to fire rocket-propelled grenades at doods. They are pretty shite at killing tanks.
