What about Drills(PvP)?
Remember that what prompted Fubuki to ask Mutsuki and Yuudachi on how much real combat they were in was that when she saw their schedule for Drills. They may be using different outfits for Drills too, which is why she's not used to the standard equipment

Actually my Harusame level up from lv 1 to lv 22 with spartan-like expeditions for 3 month only (with exception 1 sorties) and without any PVP. So, it's actually possible.
