This Admiral doesn't have Hiei.

I don't think that this belongs in pool #4248 since the 2 girls are being actively punished for something they did. I the pool description it doesn't account for impending doom since the punished characters stupidity occurs and doesn't qualify for pool #1246 since active punishment is occuring.

They haven't even started being punished "yet". So they can be in pool #4248.

pool #4248 is for when the character is not doing something that would warrant punishment pool #1246 is
