Well, she's generic looking, her official artwork ain't appealing, has very little charm compared to the other girls (and you can't help but compare, there's a lot of them), etc.
Thus her exposure is less compared to the other girls & a lot KanColle fans who don't play the game pretty much go "Who the heck is Fubuki?" (the anime will of course improve this though).

This is also despite the fact that she even has her own manga. Thus making the joke/meme of "Who the hell is Fubuki" or "Is this a new shipgirl" an actual thing because as much as Kadokawa keeps trying to remind us that Fubuki is the "Main character" of the series, no one just likes her.
You could argue that the series mascot was taken away by Shimakaze.

If you play the game you would see that Fubuki and most of Shibafu's girls are literally plaster all over the place to the point where you would get sick of her. It doesn't help that most of his girls tend to all look the same as well so it's like you're looking at 10 different versions of Fubuki with different weapons. You'll be lucky to even see Kongou or Shimakaze outside of fanart.
That aside, she already is a cyborg ninja. The only thing missing is Furutaka or Kiso's robo arm.

Results are in, and the answer is no, they'll just turn her into Yoshika, and have her fall in love with/have boob groping of the popular girls.
Basically, they just went with what's popular, and turned her into the bland loser harem protagonist, but without the Y chromosome.
She reminds me of game characters that you get early with lower stats and have a higher exp cap per level but they get bonus stats on each level so they slowly out pace other characters over time
