Actually, it's not that simple; we only suggested a law for the constitution that forbade depictions of genitalia in public media, the same kind of laws we have. It was later, through the ridiculous system of Japanese bureaucracy, that this extended to porn. Consider that we don't allow explicit images in public media, yet our laws don't extend to adult works. If not for their bureaucratic way of doing things, they could change this anytime they want.
