I'd say it depends if hes actually ever had experiance with going for other girls in general that aren't his "bro". If he does, then he just views their relationship is too platonic to even think of a having any romance in it at all I say.

There was a term I forget what it was that when individuals are raised together siblings for instance they normally develop in a way that they do not find attraction to the other. Maybe that is the cause for now.
