Anyway,
As silly as the premise of this story is, it's actually rather clever on some levels. If we can accept that the “sea monsters” from the Abyss are evolutionary precursors- ie. mindless beasts, without the capacity for higher thought. And second, that the arisen Shipgirls do- as depicted in this doujin- still retain their 'human' capacity for reasoning and thought. Then things turning out this was actually make some sense.
If the Shinkaisei are sentient being, then they must have a motive. And in thinking about this, then it becomes clear that the entire impetus for the continued conflict is fear- both sides are convinced they're fighting for survival. The Shipgirls fight the Abyssals because they attack them. And the Abyssals keep attacking the Shipgirls because the only context they have for them is as hostiles that keep trying to kill them. The Admiral's time as a 'captive' allowed him to see them in a different context, and the unique circumstances allowed him to interact with Abyssal Shipgirls on a far more human level.
It could be argued that his memory loss meant that he approached the issue of fighting the Abyssal Fleet without prior personal experience influencing his views. This, combined with his time spent with the Abyssals, could be what enabled him to successfully appeal to them to end hostilities. Plus, his looks and *impressive* stamina might have helped too! XD
Out of all the male Admirals seen in these doujins, we know far more about him as a person than others- despite of him having no past. I also like his straightforward, earnest demeanor and his professionalism in dealing with the females inhabiting the base.

The author's being a little unfair with this. We guys can be pretty predictable sometimes and it's hard not to be drawn to Seaport Him's magnificent bosom. But I think that there's also a lot of guys (myself included) who find Isolated Island plenty charming. Though, they probably should have sent her to a press event in trendy Akihabara- where a cute Gothic Lolita like her would be a huge draw with the general public.
