Actually, Hitler cancelled the construction of the KMS Graf Zeppelin and any new warships in fact, after the Kriegsmarine was not performing very well. He actually wanted all the larger warships taken out of service and scrapped but as we have seen Prinz Eugen being sunk in the Pacific, we see that was not the case. The matter on pilots is uncertain but if it was planes then it was partly true as the German airplane industry was already overburdened with the Luftwaffe's designs to accommodate carrier plane designs but Erich Raeder, CINC of Kriegsmarine from 1939 to 1943, suggested to just have navalized versions of Bf 109s and Ju 87 Stukas (Both types were actually manufactured) instead.
Well a lot of them were jews, so that's probably why.
And most of amirals or naval commander can't be easily replace by random guys who loyalty to nazi party like army or airforce, because command fleet need a lot of thing and time to learn thus most of German naval commander were served for long time before Nazi party rise to power and can't be replaced.
