I actually believe that this is supposed to be Nine Ball. The weapon he has, not to mention a grenade launcher, a rail rifle, missile launcher and pulse rifle all mounted on his back, seems to preclude that this is indeed Nine Ball, not to mention his color scheme overall.
Besides that, this is absurd for a normal Armored Core, and though the artist may not be intentionally making him after Nineball, most of the features do fit.
A normal ACV and Verdict Day Armored Core can carry one left arm, one right arm weapon when equipped with a single-module weapon arm or dual-module weapon arm. This one has four separate weapons mounted as arm modules and back units.

I'm almost certain this isn't Nineball. For starters one of the tags is "Metal Wolf Chaos" on Pixiv, and Nineball has never used weapon arms (The "Nineball" from Nexus was not actually Nineball in the Japanese versions, instead it's presumed to be the first Pulverizer). Really, the creator just wanted to throw every weapon arm in Armored Core V into one AC, as evidenced by the fact post #3238070 follows a similar ideal.
