Well, "properly dressed" can also refer to dressing appropriately for the occasion, like when you're going to an interview or visiting a respectable youkai. Might be less confusing than "pulled up" since it has a bunch of different meanings.
I've never heard that phrase; makes me think it's hillbilly speak for "became smart enough to ask Ran(uberfluff) instead of Momiji(moderate fluff)." All down to culture, I suppose.
