And I don't know how to translate the missing bubble, if someone can help me.
The first one says something about having a low probability to make something but no idea what "オール10" means here.
And about the last, I don't get the word "エセ".

Also, I didn't translate Akashi's bubble in post #1960812 (so lazy to do).

All 10, likely refer to the recipe used. 10 of each Steel/Fuel/Ammo/Bauxite.
Probably the lowest possible, so expect lots of penguins

エセ could mean fake. In Kongou's case, fake foreigner.

Based on Kongou's comment about protecting, that last panel has to be a reference to the four giants from Majora's Mask.
